It should be burgundy or black to balance your outfit. You can line the cape or shawl with a wool shawl for additional warmth. Socks and heels do not go together. You could try sheer knee highs or even tights if you are cold, but with jeans and heels. If you wear boots you could wear a sock that is ok to do.

Now, denim skirts in the winter can be worn with boots, either Ugg-style boots for a very casual, comfy look or high leather boots with a chunky stacked heel that is so popular this year. If you don't like the boot idea then you can wear either flats or casual heels, something on the chunkier side since sleek pumps would look like a mismatch with a denim skirt.
